They aren't just indiscriminately blowing up boats or the navy would be sinking 100 a day..
They have a method for selecting these boats and its not difficult to see what these boats are doing.
No one is riding wide open 100 miles off shore with an open boat, full of packages powered 2 or 3 outboards. Like Somalian pirates, they aren't difficult to identify.
And of course it's about more than just drugs. It's about Venezuela too..

I presume these suspected drug runners are relatively low in the pecking order. So, wouldn’t arresting and forcefully questioning them also open up the possibility that they could give valuable intel on people at the top of the chain of command?
