I dont think anyone knows for sure where he is. Both him and his wife refused to help police after their bomber son was killed. The father reportedly fled back to Libya, the country he fled from and sought asylum in Britain.
It seems to me that the family were all complicit...plus the friend who has been questioned at the enquiry today. He is already in prison for terrorist activity.

The Abedi brothers' father Ramadan and mother, both suspects over the attack, are in Libya. Neither has engaged with the inquiry

Until then, there isn't much you can do to these folks.
You can investigate all you want, but without enough evidence to charge them, they are pretty much free to do what they want.
You can't deny rights without some form of due process.
