The other is to give Arthur a state funeral. Pointless and insulting imo.

I don't think giving the child a state funeral is appropriate and so ott. A nice private funeral would be best no need to turn it into a Carnival.

When different people, including grandparents report concerns about the safety of a child....why is this still allowed to happen?

I believe one of the few roles for government is protecting the helpless, whether it be children, the disables or elderly.
How many people were harassed by the government for any number of silly transgressions while this poor thing was being beaten to death by these bitches.
All of this after five warnings to the authorities. It seems like this department has become all about protecting the government employees, not the children.

Sentencing won't prevent many of these cases. These parents aren't even thinking about that.
The focus should be on stopping these people before they harm or kill these children. Especially with so many warnings.
