First off, you need direct sunlight, which is easy to come by in Texas in August. January in Scotland, not so much..
Then you have to store the electricity in a battery for the night. I have solar panels and a battery that could run an electric blanket or pad most of the night, but my battery is the size and weight of a car battery. My panels expand to about 2 feet by 5 feet..
Folks who camp remotely (like me) have set ups that can do things like this, but you're not going to be able to walk around with them..
But, as battery technology evolves, I think we will see workable versions in a few years. The military would love a lightweight system like this that could keep soldiers warm through the night. And if they want it, and it's feasible, it will get developed because they always have money to throw around..

You don't need direct sunlight, just daylight; solar panels work even on cloudy winter days in Glasgow. Presumably the company that designed, tested, and supplied them will have considered that.

She's done well for a kid, and it's a great school project - I can't see it taking off though as it's a fair bit of kit for the homeless to cart around, and cables to fiddle with - especially if they are off their heads on tramp juice!
