The last time I can find any event from the Klan was 2019 where 9 people showed up for a march (They stood behind a fence). 350 cops showed up to protect them from 100's of counter protestors.

Yes it's only a white sheet and a silly hat, but it's a symbol of what the Klan stands or stood for, historically the abuse of other ethnic groups. It might be deliberately offensive or provocative, but as you say there's no law against it there, the US doesn't have the equivalent of the UK public order act, and there's also that good old First Amendment to fall back on.
Talking of symbols, if someone in the UK paints swastikas on the wall of a synagogue they commit a public order offence, the point being it's done to cause racially or religiously motivated harassment alarm or distress. Presumably it wouldn't be an issue in Texas other than the paint damage.
And more on symbols, I see Trump wants to outlaw the burning of the American flag - it seems it's okay to be offensive or provocative unless it comes to that .

Decency is still very subjective, no matter how you try to define it.
And of course it's better to not be hateful towards others it's just not legally required here. But the lack of legal consequences won't protect you from all consequences..
