5 tiers with a level 0! That has restrictions.. Zero most people would take as Nothing. No restrictions.

She's going to need plenty of money to manage 5 tiers. If Boris had 6 she would of had 8.

And she should remember England has nearly 56 million people. Scotland has 5 million.
