Harmed someone how? If someone stole my car that would "harm" me. All crimes harm the victim in one way or another.
However I don't think anyone would expect your petty thief to be put in jail forever.
Someone might steel my car versus someone might become involved in terrorist activities. There is no real comparison to be made.
The Probability of risk. And Risk impact. When those factors are calculated and considered neither will look good for people like Shamima.
Harmed as in serious harm. There's a broader spectrum to it than just petty car theft or terrorism. There's murder, manslaughter, grievous bodily harm and serious sexual offences for starters.

Anyone who shows no regret whatsoever and was so utterly blase about the sight of severed heads piles up in bins (not to mention the other atrocities she personally committed over there like stitching people into suicide vests but which can never be truly proved now) is a clear and present danger to this country and the cost of both protecting and observing her by the security service will run into millions every year.
I am sick of the courts treating such fanatic's human rights as far more important than the safety of the rest of society.
