Actually the electoral college meets about the 2nd week in December. That's when it's technically over.
That's why the Supreme Court made Florida stop counting in December and declare a winner in 2000. There is a time line that has to followed. You basically get about 45 days after the election to make count, fight and challenge.
It appears that Pennsylvania wont be close enough to force a recount.
Georgia will likely have one because there are other races that matter. Georgia doesnt matter in the presidential election any more,
