Bullying comes from one entity having power over another and abusing that power.
It can be in the form of a group of posters, a big man, employer or government.
Anytime there is an imbalance of power, there can be bullying.
When a citizen is backed against the wall and forced to do something in order to function in society, that can be construed as bullying.

Point 3...it depends on your interpretation of 'bullying'.

Remember, my country was started by people that shot other people who were forcing rules down their throat that they didn't like.

The problem is, many people would be abusing others if there were no laws to stop them.
Not everyone has good judment or self control, so laws re drugs, prostitution, no knock raids, (I have never heard of qualified immunity) seat belt laws, gun laws and so on....they protect people.
OK, no one likes paying taxes, but we all benefit from how they are spent, especially members of society who may be more in need.
The non aggression principle doesn't allow for the harming or abusing of others.
I'm more worried about the harm caused to us from government, than each other most of the time.
Which is why I want the power of the government drastically cut back, and to exist to punish us when we actually harm each other.
In an ideal world that would be lovely.
You would still have to pay your taxes though.
Why not strive for an ideal world. One that that includes a much lower tax rate.
Look at the events that killed the most humans. Most of them involve governments using force trying to create better societies.
You can strive for a better world by doing your bit...as in treat people fairly, do your bit to help the planet, and accept that taxes are a part of life that isn't going to disappear any time soon.
Depending on which side of the pay scale you are on, you will either campaign for/moan about/ or accept that the rich should be taxed more and the poorer less, or the rich are taxed too much and no wonder they legally fiddle the books.

Smoking a plant? Fine
Nor wearing a seat belt? Fine
Screwing your neighbor for $10? Fine
Walking around with a firearm? Fine
Touching your neighbor or their stuff? Not fine.
Calling people names? Fine.
Not paying for trillions in useless government programs? Very Fine.

The American love of guns and the Second amendment (made to suit the late 18 century Militias) is one of the great differences between us (that and the US South's ludicrous Evangelical belief in Jesus, the Bible and Creationism etc).
I think with less police and law enforcement the US would lend up looking like The Road (and many other countries for that matter including the UK).
